On November 21, 2025, the "2025 Forum on the Governance of New Think Tanks," hosted by Nanjing University, was held in Nanjing. Under the theme "Reviewing the Development of New Think Tanks with Chinese Characteristics and Outlook for the 15th Five-Year Plan," the forum brought together over 500 experts and scholars from think tank circles and academic institutions across the country. During the event, the CTTI 2025 Top 100 University Think Tanks, the 2025 Best Practices in Think Tank Development, and the results of the call for and promotion of outstanding think tank research achievements were announced. The research paper titled Local Government Debt Swap and Corporate Leverage Divergence—with Implications for Optimizing Local Debt Structure, submitted by Professor Li Zhisheng, Director of the Base, Associate Professor Jin Ling, and Dr. Wang Yingdong from the School of Finance, was honored with the CTTI 2025 Special Award for Outstanding Achievement in Think Tank Research.

This year's call for and recognition of achievements focused on two main themes: best practices in think tank development and outstanding think tank research results. A total of 367 development cases and 1,014 think tank research submissions were received. Ultimately, 207 cases were shortlisted for recognition as best practices in think tank development, while 591 research outcomes were selected for recognition as outstanding think tank research achievements. Among these, 91 entries were awarded the Special Prize for Outstanding Achievements.
